The UK Met Office has aviation weather synopses and wind data freely available. But you need to be registered with the UK met Office. Registration is free. at http://www.metoffice.gov.uk/aviation Enter your Met Office username and password. (See why here.) Then select the form type and time required. Form F415: W.
